You want to know the 'effects' (noun) by the way, not the 'affects' (verb).

The effects were
- a year without hockey
- players did not get paid their salaries
- owners had very little revenue due to loss of ticket sales, concession sales, TV revenue, etc
- a salary cap was put into place tying player salaries to league wide revenues
